Art. 1    Initial Provisions

These Operating Regulations of the Central Library of the Faculty of Arts, Masaryk University in Brno, are issued following the Library Regulations of Masaryk University in Brno of 1 August 2005, with effectiveness from 1 October 2005, and specify some of the provisions thereof. The Library Regulations were updated on 31 August 2007.

Pursuant to Section 5 and Section 13 par. 1 of the Library Act, the Central Library (hereinafter referred to also as “CL”) of the Faculty of Arts (hereinafter referred to also as “FA”) of Masaryk University in Brno (hereinafter referred to also as “MU”) is registered in the register of libraries as a specialized library with specialized collection.

Art. 2    Library Users

The Central Library primarily serves the needs of MU academia. The professional public and other persons interested have unlimited access to library collections of the CL in the form of in-house use loans. Legal persons may access the library collection of the CL through inter-library loan service.

Art. 3    Library Services

Outside loans for use outside the premises of the CL are available only for holders of a library card, i.e a valid MU identification card or a library card issued by the library.

Loans for in-house use are provided to all users without limitation.

Long-term loans are available only for teachers and employees of FA MU.

Reference services are provided to all users without limitation.

Inter-library loan services are intermediated from libraries outside Brno and are available only for registered users of CL FA MU.

Photocopying services are provided through self-service photocopiers situated in reading rooms of CL FA MU. These photocopiers may only be used for making copies of materials from the collections of CL FA MU in accordance with the Copyright Act No. 121/2000 Coll.

Art. 4    Circulation regulations

The loan register of the library is automated; printed loan register has been replaced with an electronic register with the same legal status.

Limit of outside loans:

–        students of all forms of study at MU, including doctoral study:               30 items

–        teachers, scientific staff and other employees of MU:                     50 items

–        students and employees of MU with specific needs:                           50 items

Loan period for outside loans:

–        students of all forms of study at MU, teachers, scientific staff and other employees of MU:         1 month

–        students and employees of MU with specific needs:                                                   2 months

Users must follow their loan periods and return the documents in due time. Overdue fees are set in the Price list of fees and paid services, which forms part of these Operating Regulations. In the event of any outstanding debts, the system will not enable any further loans.

Users must report any loss or damage of a borrowed document and compensate for the damage thus incurred within a prescribed time limit. The manner of compensating for the damage and the time limit will be specified by an authorized library employee.

The library will enforce any unreturned documents and documents that have not been compensated for by legal action. The related cost shall be paid by the user.

If a user is in delay with returning a borrowed library document, such user will be charged a contractual penalty of CZK 5 for each library document and each, even commenced calendar day of an overdue loan. The contractual penalty applies regardless of whether the user caused the delay in return of the document or not and regardless of whether any damage that may be enforced separately is incurred in this connection by the Faculty of Arts MU and regardless of the amount of such damage, where applicable. The contractual penalty is payable within five calendar days from a call of the FA MU for its payment.

The sanction fee for delay in return of a library document set in the Annex of the Operating Regulations of the Central Library of FA MU “Price list of fees and paid services”, item “Exceeding the loan period” means a contractual penalty defined in the same amount within the meaning of general civil law regulations.

On all library premises, the prohibition of smoking and alcohol consumption must be adhered to; in the reading rooms, users are not allowed to use mobile phones or consume food and drinks. Users must be quiet, maintain good order and respect the instructions of library staff.

Users are further obliged to behave with consideration for other users as well as library staff. In particular, users must not disturb others by noise, odour and inappropriate or dangerous behaviour. In case of failure to adhere to the above-mentioned obligations, a user may have their user rights temporarily or permanently limited under Art. 6 par. 4 of the Library Regulations of Masaryk University, Rector’s Directive No. 14/2005.

Art. 5    Other Provisions

Exceptions from the Operating Regulations are granted by the director of the library or an employee authorized by the director.

The Operating Regulations of the Central Library of the Faculty of Arts MU in Brno come into effect on 1 December 2005.

Art. 6    Annexes

The Price list of fees and paid services forms an annex to the Operating Regulations.

These fees apply universally to all users of the Central Library of the Faculty of Arts of Masaryk University in Brno.

Amendment no. 1 to the operating regulations

OF THE CENTRAL LIBRARY OF THE FACULTY OF ARTS, MASARYK UNIVERSITY

The Operating Regulations of the Central Library of the Faculty of Arts of Masaryk University (hereinafter referred to as CL FA MU) are hereby amended with the following amendment:

With effectiveness from 1 February 2011, access to data boxes will be allowed to users from designated computers in the lobby of the CL FA MU. Computers in the reading rooms of the CL FA MU are intended for study, research, working with information resources and related activities.
